Usually when a certain amount of Shinlai go inactive we wind up noting the owners asking them to please use the character, drop it, or give it to us so we can allow someone who actually wants a Shinlai to have a shot at one. It doesn't happen as often as it should sadly. D: I think we did wind up saying something to that person actually. She had told us that commissions had gotten in the way of her drawing her Shinlai, that she hardly draws any of her characters, and then that she didn't get why we were threatening to take her Shinlai away.
Reality is that not everyone is going to understand and everyone has their own methods of paying attention to their characters. We try to regulate, but as the group gets bigger, those bum Lai are going to pop up every now and again. There's not much we can do to prevent it.
The proper thing for you to do would be to sift through active members with Shinlai. Not just the Shinlai themselves. That way you aren't wasting your time on a concept that is inadvertantly gathering dust.
